Definition
of Development: This view that human development is more complex
than economic development alone is clearly defined by Clark (1991: 36) who says, “Development
is not a commodity to be weighed or measured by GNP (Gross National Product)
statistic. It is a process of change that enables people to take charge of their
own destinies and relies upon the use of their full potential. It requires
building up people’s confidence, skill, assets and freedoms that are
necessary to achieve this goal."
Development
that is forced upon people who are not ready in terms of outlook,
determination, and capacity cannot take root in a community, and ultimately
will wither away and be blown away by the slightest wind of problems. The only
development that can really thrive in a community, and which will be owned and
sustained by the community, is that which is planned, implemented, and
concerned for the community.
